LI As if more than a two-week cold wave wasnt enough, one of the worst blizzards since 1929 hit Monday, with 12 inches of snow on the level whipped by a northeast gale and the temperature then plummeting to 27 below zero Wednesday. The storm, generally throughout the Midwest, tied up railroad, bus, and auto traffic.
